			<content:encoded><![CDATA[<p></p><p>ALBANY, N.Y. – This year, New York&#8217;s deep-pocketed rich were required to dig even deeper to help shore up state finances.</p>
<p>They now pay higher taxes on their income and on limousines and yachts, more to enter a horse in a race and more to dabble in real estate. Meanwhile, many are losing millions from the closing of business tax loopholes and those making over $1 million are losing tax deductions others get.</p>
<p>It even costs more to hunt foxes or pheasants and have their taxes prepared.</p>
<p>Now, a half-dozen states in this recession-driven movement are nervously eyeing New York to see if it&#8217;s wise to demand so much from people rich enough to have a second home in less taxing states — and for whom a change of address can be its own tax break.</p>
<p>Early data from New York show the higher tax rates for the wealthy have yielded lower-than-expected state wealth. Gov. David Paterson, who had always warned targeting the rich could backfire, fears that&#8217;s just what happened.</p>
<p>Paterson said last week that revenues from the income tax increases and other taxes enacted in April are running about 20 percent less than anticipated.</p>

			<content:encoded><![CDATA[<p></p><p>The year is 2020 and the gasoline tax is history. In its place you get a monthly tax bill based on each mile you drove — tracked by a Global Positioning System device in your car and uploaded to a billing center.</p>
<p>What once was science fiction is being field-tested by the University of Iowa to iron out the wrinkles should a by-the-mile road tax ever be enacted.</p>
<p>Besides the technological advances making such a tax possible, the idea is getting a hard push from a growing number of transportation experts and officials. That is because the traditional by-the-gallon fuel tax, struggling to keep up with road building and maintenance demands, could fall even farther behind as vehicles&#8217; gas mileage rises and more alternative-fuel vehicles come on line.</p>
<p>The idea of shifting to a by-the-mile tax has been discussed for years, but it now appears to be getting more serious attention. A federal commission, after a two-year study, concluded earlier this year that the road tax was the &#8220;best path forward&#8221; to keep revenues flowing to highway and transportation projects, and could be an important new tool to help manage traffic and relieve congestion.</p>
<p>The decision by the 15-member National Surface Transportation Infrastructure Financing Commission was unanimous, which surprised Robert Atkinson, the group&#8217;s chairman. But he said it became clear as the commission&#8217;s work progressed that a road tax on miles traveled was the best option.</p>
<p>&#8220;If you&#8217;re committed to the system being improved then it was a no-brainer,&#8221; he said.</p>

			<content:encoded><![CDATA[<p></p><p>June 12 (Bloomberg) &#8212; Health-care overhaul legislation being drafted by House Democrats will include $600 billion in tax increases and $400 billion in cuts to Medicare and Medicaid, Ways and Means Committee Chairman Charles Rangel said.</p>
<p>Democrats will work on the bill’s details next week as they struggle through “what kind of heartburn” it will cause to agree on how to pay for revamping the health-care system, Rangel, a New York Democrat, said today. The measure’s cost is reaching well beyond the $634 billion President Barack Obama proposed in his budget request to Congress as a 10-year down payment for the policy changes.</p>
<p>Asked whether the cost of a health-care overhaul would be more than $1 trillion over a decade, Rangel said, “the answer is yes.” Some Senate Republicans, including Senator Orrin Hatch of Utah, say the costs will likely exceed $1.5 trillion.</p>
<p>House Democrats plan to release their legislation next week. Obama is working with Congress to get legislation to his desk by October.</p>
<p>Democrats in the House and Senate are crafting legislation that would require all Americans to have health insurance, prohibit insurers from refusing to cover pre-existing conditions and place other restrictions on the industry.</p>
<p>Online Exchanges</p>
<p>The legislation would establish online exchanges for individuals to purchase insurance and would require employers to provide health benefits to workers or pay a penalty. Some Democrats also are backing creation of a government-run program to expand coverage to the uninsured. The issue is the subject of bipartisan negotiations with Republican who oppose the so-called public option.</p>
<p>Rangel said Democrats are still considering options for tax increases that might be in the bill, including a possible end to the income tax exclusion for employer-paid health benefits.</p>
<p>Senate Finance Committee Chairman Max Baucus, a Montana Democrat, is considering a proposal to apply income taxes to health-care plans if they are significantly more expensive than the basic health plan for federal employees &#8212; $13,000 for a family of four.</p>
<p>Rangel said House Democrats want to avoid the deeper cuts to projected spending under Medicare and Medicaid that Obama has been putting forth. House Democrats want to achieve cost-savings by cuts in payments to private insurance plans under Medicare.</p>
<p>Covering the Costs</p>
<p>Obama has pledged that health-care changes won’t add to the deficit. To accomplish that, he’s proposed getting about $600 billion by reducing tax deductions available to the wealthy, and by trimming Medicare payments to insurance companies.</p>
<p>That won’t be enough to cover the overhaul costs. Obama said this week he plans in the coming days to disclose more proposals for raising “additional sources of revenue.” In a letter last week to Senate Democrats drafting legislation he said he will be proposing between $200 billion and $300 billion in further Medicare and Medicaid cuts.</p>
<p>Obama plans to give a speech Monday in Chicago to the American Medical Association as part of his campaign to build up support for what could be the biggest changes to healthcare policy since Medicare was established in 1965.</p>
<p>Rangel said that while House Democrats will likely release more details about health policy changes in their legislation next week, the package of offsetting tax increases and spending cuts likely will come later. Democrats, he said, want to put forth the more-positive aspects of an overhaul first. Rangel also wants to let lawmakers have time to study and weigh in on proposed offsets.</p>

			<content:encoded><![CDATA[<p></p><p>With budget deficits soaring and President Obama pushing a trillion-dollar-plus expansion of health coverage, some Washington policymakers are taking a fresh look at a money-making idea long considered politically taboo: a national sales tax.</p>
<p>Common around the world, including in Europe, such a tax &#8212; called a value-added tax, or VAT &#8212; has not been seriously considered in the United States. But advocates say few other options can generate the kind of money the nation will need to avert fiscal calamity.</p>
<p>At a White House conference earlier this year on the government&#8217;s budget problems, a roomful of tax experts pleaded with Treasury Secretary Timothy F. Geithner to consider a VAT. A recent flurry of books and papers on the subject is attracting genuine, if furtive, interest in Congress. And last month, after wrestling with the White House over the massive deficits projected under Obama&#8217;s policies, the chairman of the Senate Budget Committee declared that a VAT should be part of the debate.</p>
<p>&#8220;There is a growing awareness of the need for fundamental tax reform,&#8221; Sen. Kent Conrad D-N.D. said in an interview. &#8220;I think a VAT and a high-end income tax have got to be on the table.&#8221;</p>
<p>A VAT is a tax on the transfer of goods and services that ultimately is borne by the consumer. Highly visible, it would increase the cost of just about everything, from a carton of eggs to a visit with a lawyer. It is also hugely regressive, falling heavily on the poor. But VAT advocates say those negatives could be offset by using the proceeds to pay for health care for every American &#8212; a tangible benefit that would be highly valuable to low-income families.</p>

<p>The largest increase in tobacco taxes took effect despite Obama&#8217;s promise not to raise taxes of any kind on families earning under $250,000 or individuals under $200,000.</p>
<p>This is one tax that disproportionately affects the poor, who are more likely to smoke than the rich.</p>
<p>To be sure, Obama&#8217;s tax promises in last year&#8217;s campaign were most often made in the context of income taxes. Not always.</p>
<p>&#8220;I can make a firm pledge,&#8221; he said in Dover, N.H., on Sept. 12. &#8220;Under my plan, no family making less than $250,000 a year will see any form of tax increase. Not your income tax, not your payroll tax, not your capital gains taxes, not any of your taxes.&#8221;</p>

<p>Even as taxpayers are struggling to make ends meet in a crumbling, tumbling economy, your friendly neighborhood (and state and federal) government is having a hard time making do with the meager trillions you&#8217;re throwing its way, so it&#8217;s relying on an old maxim:</p>
<p>If it exists, it can be taxed.</p>
<p>New York&#8217;s resident grinch, Gov. David Paterson, tried suggesting a kind of omnibus fun-busting budget that would have taxed New Yorkers for skiing, golfing, camping, being fat, being skinny, going to the movies, going to plays, wearing clothing, going to strip clubs and having more than six fingers or toes. The governor, who is up for re-election next year, came to his senses about three weeks ago and renounced the budget, perhaps when an adviser noted that political contributions aren&#8217;t tax-deductible.</p>
<p>Things haven&#8217;t been all downhill for the taxman, though: some surprising new tariffs, like supersizing the tax on AIG bonuses, have had a measure of popular support, but most are being opposed hand and foot over wallet.</p>
